I'd still say that "serialization doesn't matter", assuming that there is a 1:1 mapping between RDF license IRIs and SPDX License Identifiers.
License ID: "Apache-2.0" RDF IRI: "https://rdf.spdx.org/v3/LicenseID/Apache-2.0" where the namespace prefix is a notional example but should be the same for all SPDX license IDs. Yes, they are different strings for different serializations, but if it's trivial to go from one to the other, "it doesn't matter".
