Given that the spec uses the word identifier throughout, it would  make sense that the parameter would be called that.

Let's do that.  We have enough radically different meanings for 'identity' already, let's try to use 'identifier' when we mean identifier.

Perhaps in changing what the parameter contains, we can rename it, and keep openid.identity for backward compatibility?

Courtesy demands accommodating the fine folks who did all the OpenID 1.0 implementations.  (Unless they are content to drop openid.identity.)  Barest backward compatibility will do the job:  openid.identity is deprecated, however, if openid.identifier is missing and openid.identity is present, the value of openid.identity will be used as the openid.identifier.
