Well, it sounds like all your doing is using a container on the new page.

If you have a set of objects called Menu Objects, and you want the page
creator to have the ability to create a menu, heck, just use a container.
They can use the default container editor and the default simple publishing
rule to pick menu items, put them in order, etc.
