To access the DB upsizer after you run the installer, you can go to:
http://yourserver.goes.here/allaire/spectra/install/updatedatastore.cfm
The untitled rule should not be there after you rerun the upsizer. It only
showed up because of a bug that was fixed by one of the hot fixes.
