Prior to installing spectra, make sure that 'use advanced security' is
checked in the cf administrator and that all cache settings are OFF. (This
is the big one.) Then increase the UpdateSyncDelay value in the registry.
Stop and restart cfserver and siteminder and install spectra. That way it
always works for me.
