Hehe, didn't you answer your own question? 

How often do you think people will come back to a site that makes them
reboot thier machine (unless they HAVE to be there), public implies ..
everyone.. joe and mary public.

Then again, if you want the functionality.. 
Personally .. reboots are bad.
