This message could be saying that the username entered the
setup of the UserDirectory in the CF Admin has a locked or
disabled account. I've generated this one before and the
root of the problem was a locked user account. It was the
one I was using for CF to talk to the Directory. Also, I
was using an NT Domain at that time.
