In all the caching functionality, the dtCacheTimeout function confuses the
hell out of me.  For example, Mary Horvath's caching paper says on page 8,
"Set the dtCacheTimeout attribute to the date and time it was last reset".

What does this actually mean?

I would have thought that this attribute indicates a date AFTER which the
cache times out.  Does it?  Doesn't it?  Can someone PLEASE provide a clear
explanation.
