Folks, I've added the fix.
For those who are interested, this is the technique I used.
The old installer script did this:

<!--- marker --->
wddx packet
On run, read past marker, translate wddx to data, copy
The new script does this:

<!--- marker --->
<!---
wddx packet
--->
The mere act of adding comments made cfserver ignore the packet and
dramatically sped up processing, even with the large 3 meg file.
So.... give it a try and let me know what you think.
