They aren't the same actual installs of spectra (run by separate  
people).

That's why I think it has to be something odd with the versioning DB.  
The actual entries in the versioning DB are being made, but they won't  
update, and when they are made, they are blank.

We tried using even the default SyBase DB that comes with spectra (as  
the versioning database)
