Did you fix your NCM problem? Did you look at the setting of the tftp directory in one the sections when you select the VNM within Oneclick? Make sure that this is the same path as the TFTP server is set to use. I've seen the same message that you describe, and the TFTP server has received the file but SS/OC is looking in a different directory.
