Yes, You can do so with the Network Configuration Manager (NCM) "upload" functionality. Havig said so - there must be a NCM device family for the device otherwise it won't work with NCM. If it is a Cisco device - you are probably fine.
It is a cool functionality if you want to configure something on a bunch of devices. We used it it e.g. to set "ifindex persitent" or "ip sla responder".
