V9 has moved to use inference handlers rather than watches for load calculations. For ethernet ports they include an element for the ethernet framing in the byte count when calculating load. For this reason they use the packet count as well as the octet count. Unfortunately there appears for be bugs in various Cisco IOS releases that impacts the packet counters. This causes the crazy values you are seeing. We have implemented a work around by creating a watch that just uses the octet count and then using policy manager to zero the load thresholds and enable that watch on ethernet ports on impacted routers.
We have also raised this with Cisco and have new code releases where this issue is resolved. Hope this helps.
