I guess I can answer my own question on this after playing around with it and 
getting an additional step required from CA.

I was trying to get my newly installed 9.1 Report Manager application to go 
back 90 days for "Earliest Record Time" for Events pulled from the DDmdb, it is 
found under Archive Expert.  

When I ran the RpmgrInitializeLandscape command I was using the default 90 days 
with the -InitHist flag.  My Report Manager is configured for 180 days of event 
data so I ran the command the following way:

RpmgrInitializeLandscape root root -initHist 180 <LandscapeName> 

I then followed this with a restart of the Tomcat service and then I went to 
look at "Earliest Record Time" for the database tables and I saw that the date 
when back to the middle of July.

I am not sure why but it seems like this -initHist flag days has to match the 
amount of days you have set in your Report Manager??

Thought I would let you know of the fix.
