I actually just spoke with a CA's Spectrum tech support on this very issue this morning. Yes Report Manager is the only component that cannot operate on Windows Server 2008 at this time because of the backend component of report manager that generates the reports that is not compatible yet. The backend component is not written by CA, so they at the mercy of another vendor to release it.
I was told it will be ready in 9.2 release due out around July 2010. Also of note, 9.2 is suppose to allow custom report writing capabilities. It was also confirmed that if you want to upgrade the rest of your components to 2008, you can run OC and Report Manager on 2003 in a mixed environment without issues. Hope this helps.
