Hi Dave, we have seen this also in the past, and it will be triggered by spectrum, which is reading 3 counters on the device every poll. When then a value is increased from these counters, it does a new reconfiguration, where the complete router is re-read. We have seen this on cisco devices in the past. We asked cisco, and they said, this is a bug in the IOS version, and will be corrected in a newer version. If you need more information, please let me know. Our workaround is, to disable this for the specific devices in spectrum.
