You can made it easyly. You can make that spectrum launch an action when you get an event that informs you that spectrum is up (see event configuration guide). This action only execute a bat file with the command net start <service>. (Putting snmp service in manual mode).
This is the solution to your problem, but as yo have readed, Spectrum don´t use the SNMP agent port. Only use the trap port .You should investigate why, if you stop the NCM service and the processd restarts it you don´t have problem.
