I had this problem as well, it was a missing registry key.  Make sure to add 
the following:

 

Add the <SPECROOT> path (typically C:\win32app\Spectrum) to the following:

If on 64 bit Windows:

HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Aprisma Management 
Technologies\Spectrum60\Environment

 

If on 32 bit Windows:

HKEY_LOCAL_MACHINE\SOFTWARE\Aprisma Management 
Technologies\Spectrum60\Environment

I had the exact same issue with 9.2H03 and it is b/c on w2008 some environments 
vAriables are not set up properly. Can't remember which ones exactly but if 
your search that dlist for msg around 16 of April you'll find some answers. 
Also, if I remember correctly there is also a tech bulletin...

To date we have several customers who have installed H04 and are successfully 
up and running, in development/test environments as well as in production.

 

After identifying customers who installed H04 and experienced an EEM 
integration issue, the decision was made to make H04 unavailable for download 
until we had a full understanding of the technical issues and impact to our 
customers. As of today we have several  customers we have worked with that have 
H04 and the EEM integration up and running.  We have created knowledge document

In addition to EEM integration issues, we have been working with two customers 
who had experienced a post H04 SpectroSERVER crash.   The cause of the crash 
has been identified within our SNMP throttling functionality.  We have created

The original H04 is the same as the reposted H04, no code changes were made to 
H04 itself.

 

Due to complexity reasons it is nearly impossible to develop an uninstall 
process for hotfix patches, service packs or full releases.

Without a complete save of your environment before installing a hotfix, service 
pack or full release upgrade, the only method to get back to the previous H04 
install setup is through reinstalls.

 

CA  Technologies sincerely apologizes for any inconvenience this unavailability 
of H04 may have caused, but felt it was best to limit exposure to our customers 
until a full understanding of the technical issues and impact was determined as 
well as having solutions available to you upon reposting of H04.
