You have to run
CABI/SC/CommonReporting3/spectrum/spectrum-wkp-update  -host
http(s)://[spectrum-hostname]:[port] -username [admin_name] -password
[admin_password]

Not sure if late you have to run "Manage Business Objects Content" in
Spectrum -> Administration -> Report Manager web page.
