Thanks for sending these sample files. We found that on our development servers 
snmpmibd daemon was not running and starting that resolved most of the 
problems, except (I know there is always an exception) when trying to change 
SNMP read-only community from public to anything else, the agent starts 
throwing out error messages in the snmpdv3 logs (weird).  Have you tried to 
changing community stings and has that worked for you?
