You should be able to monitor the WAN port that connects to the pingable. Setup a SpectroWATCH on the WAN port looking for utilization over 80%. Have the watch trigger an alarm.
Setup AlarmNotifier to email you. Put in the .alarmrc a name for this notifier. Then use SANM to watch that alarm. Set the age to 15 minutes. Set SANM to us the "application" that you named in the .alarmrc for the AlarmNotifier. You are going to need SNMP access from one of the ends of the WAN link to get utilization thresholds in Spectrum. SPM tests require the Cisco device be modeled with the R/W community in Spectrum.
