Hi Amitay,
Your EMS itself would need to be modelled in Spectrum as an EventAdmin
model.  Having an EventAdmin model tells Spectrum that this device is
effectively a "proxy" supplying traps on behalf of other devices that it
manages.
 (- the methods for doing this is also described in the same "Southbound
Gateway" specification Christian referred to).
Let us know of any more progress!
