I have seen this after a connection attempt failed because I had forgotten
to load n_hdlc.
do a ps ax and check to see if one or more pppoa2/3 are running and if so
kill them all off. (you might need to do kill -9 to get them to respond).
Then try again. (It worked for me :-)
