   Hmm, you should reconnect automatically when your ISP disconnects you, 
AFAIK this is the purpose of the "persist" option in the /etc/peers adsl 
file. Do you have it ?
   If it does not work, you may have problem with the USB which is not 
(somehow) correctly reseted, so disconnecting it, either manually, or softly 
if you have no over usb device (rmmod usb-uhci ; sleep 2; modprobe usb-uhci) 
may work.
