I am capable to reproduce this with some modem connected on certain motherboard just by switching the light (luminescent tube) off.
Sometime with an usb modem, the problem lock the usb controller and only unloading/loading again the usb controller let pppd connect again. Has you have some error 'write: Bad file descriptor (9)' on reconnection, what is your pppd version. There is many fix for ppp-2.4.3 in cvs particulary for reconnection with persist option.
