I'm sorry friends, I'm overlooked some messages in /var/log/messages:

I think, that following line may be problem, isn't it?:
Jun 28 16:26:58 localhost pppd[1652]: can't open routing table /proc/net/route: 
Permission denied

So, when I add DEBUG=yes into /etc/sysconfig/network-scripts/ifcfg-ppp0, there 
are no pppd messages
in /var/log/messages. Is it problem? or debug messages are in other file?

Yes, I'm sure, that username, password, VPI and VCI are correct.
