Linux is not like Windows. System security is built into Linux. Linux is more secure because may system processes are controlled by the super user, root and are not available to ordinary users. Network interfaces should be created by root. /sbin/iptables is usually in roots $PATH but would not normally be in an ordinary users $PATH as normal users shouldn't be able to alter the systems firewall rules.
