looks like you have the kernel module loaded, and it is fighting with
ppoa3 for control of the modem (the kernel module won...).  You can
check this by doing:
        lsmod | grep speedtch
In order to stop the kernel module being loaded, you can add a line
containing
        speedtch
in
        /etc/hotplug/blacklist
