i know your problem very well!
i drive suse 9.1 which works with this applet...
i had a suse10.1 where i couldn't find the applet as you too

and i drive a suse 9.1 which is upgraded to 10.1 and where i can use the 
applet too..

my problems were a wrong vci/vpi number, and in "Linux kernel driver for 
SpeedTouch USB modems"  the <username> is in 'username'   but when i tried 
"username" it worked..
