My bad, its "build_sphinx". Sorry for the inconvenience.

If your setup.py uses setuptools and sphinx was correctly installed,
setuptools will use entrypoints to discover the command.
If you are tied to plain old distutils, you will have to use
the --command-packages options to setup.py.
