This sphinx version hasn't yet been released, so you will have to use a svn
checkout, and install this checkout with "python setup.py install"
or "python setup.py develop".
If you're tied to 0.4.x, you might try to manually add the
file "setup_command.py" to the sphinx package, but no guarantee, that this
works.
