Not sure what platform everyone else is on, but on Mac, TextMate has a .rst package. It's not built in, but can be installed easily.
cd /Library/Application\ Support/TextMate/Bundles svn co http://svn.textmate.org/trunk/Bundles/reStructuredText.tmbundle/ It has syntax highlighting, a validator, and a nice preview tool.
