Personally this isn't a concern for me.  I doubt I'd be downloading 
random themes often, or from people I don't trust at least a little. 
Really I'm more likely to stick with a theme (maybe the default one) and 
contribute back configuration parameters.  (Having the main themes in 
DVCS might be helpful in sharing development.)

A good theme is hard enough to make I wouldn't expect a large number, 
but rather a small number of easily configured themes.  At least, I'm 
entirely unimpressed by the large number of WordPress themes, as the 
general (internal) quality of those themes is also really low -- so 
looking for quantity seems unnecessary, especially given the target 
audience.  (Somehow people are unbothered even with WordPress, as the 
themes all contain arbitrary code.)
