I assumed it meant more along the lines of like the per-paragraph/section comments of, for instance, the Django Book. In-line comments at the point where a change should be made. I don't think editing is necessarily a huge portion of it, but the idea of a dynamic, "living" community documentation site, I think, was the goal.
