I have a custom latex make file, where I simply replaced the pdflatex
with xelatex. Then I changed the sphinx project make file to include
this:
pdf: latex
cp custom.cls $(BUILDDIR)/latex/manual.cls
cp latex.make $(BUILDDIR)/latex/Makefile
cd $(BUILDDIR)/latex; make all-pdf
There may be neater ways of doing this, I don't know.
