The current (>= 0.6) version of the `Docutils latex2e writer`__
fixes this and provides for a configurable `figure placement`__.

Maybe someone can merge this (or a simplified version, just removing the
hard-coded default or with hard-coded float-package usement) into the
Sphinx latex writer.
