OK, so the distribute support for automatically running 2to3 is a little flakey - I tihnk I rans tests before installing or used a Python 2 at some point. If you do a completely clean checkout of the Sphinx mercurial repo from bitbucket (trunk), and then use Python3.2 to run setup.py build and install, it does run 2to3 and it does seem to work (where by "work" I mean that sphinx-quickstart is prompting me for a response instead of crashing).
