libspice is Spice server so it is not part of the client.

Spice server (libspice) and the Spice client share code so it make things
simpler (in the development process) to keep them in the same repository.
For enabling separate distribution of client and server, we are separating
configur and make precess of the components. We will have (very soon) server,
client, and common sub modules in the same repository.
