I went digging a bit.  It's not simply a slow blow fast blow issue. 
It's got to do with how the Brits vs the yanks rated fuses and wiring
systems.

Severely simplified, an American 20A fuse will carry 20+ amps all day
long.  A Lucas 20A fuse will blow before getting to 20 amps.  This means
an American fuse with the same amperage capacity marked on it (20A for
example) will allow the lbc wiring to burn up.  

Some sites give a very lose and rough cross over from Lucas values to
American values as being around 50%.  This means a Lucas 35A fuse would
roughly cross over to an American 17.5A fuse.  Since 17.5A fuses don't
exist, one goes with a 15 or a 20A.

At the risk of muddying the waters, here's a link that supposedly
contains some quotes from the glove box owners manual of a '75 Spitfire.
 Unfortunately, you can't tell what is supposedly being quoted or not. 
It has a fuse cross over chart, but I've no idea where it comes from.
