I guess there are several thoughts on this. When we
first got another tub, it was Z-Barted and all the
black goo looked messy. After removing a little bit of
it in places, we decided to leave it...it had lasted
longer than the boy is old...and paint still good
under it...

I guess you have tried the usual,
kerosene,thinner,gas,
and alcohol... Other than those a grinder might help..
