I have a set on Huxley (the red Spit) and I don't think that is paint on the
wheels.  I believe it is powder coating.  And if that is the case, the shop
must have gone to greatlengths to booger up your wheels.  That stuff is
pretty durable.  After about 8 years, mine are still perfect.
