I bet something IS wrong inside the gas tank. Both gauges are powered by the same voltage regulator.
I believe you can disconnect the sender unit and replace it with a fixed resistance that should produce a particular gauge reading, but I don't know that that resistance is :-( But I bet there is a 90% chance you need a new sender anyway. One other possibility is that the electrical part is OK, but the float is flooded and not floating properly. You can get a new float cheaper than an entire sender. Either way, you have to remove the old sender, so start driving around until the tank is mostly empty...
