The inside diameter of the exhaust piping depends on how much power is to be made and how much boost one is planning to run. I'd say for a turbo saturn with a stock (mostly) ECU boost will be fairly low, 3 inch will be slightly overkill, you can do it, but you don't have to, 2.5 inch will suffice.
