As a general rule of thumb, don't believe anyone who promises to add HP to 
any car with the same simple mod.  I don't care if it's a bypass, magnetic 
fuel line clamp, special intake to swirl the air, etc.

Now, for the cars that do have coolant lines running to their throttle 
bodies, this can provide a modest benefit at the expense of cold-weather 
driveability.  It probably would make a 5-15 HP difference on a 
F-body.  Then again, the sun passing behind the clouds or a change in the 
wind direction makes a 5-15 HP difference on a F-body.  5 HP is a big deal 
with a Saturn, and statistical noise for high-HP engines.  I'd be surprised 
if this made a 1 HP difference on a Saturn.  That is, if Saturns even have 
coolant lines running to their throttle bodies.
