Not ALWAYS true. It's a good rule of thumb that the larger the wheel is, the more it weighs, BUT like anything else there are exceptions. There are 19" wheels that weigh less than 20 pounds each, and there are also some crazy people making carbon fiber rims that weigh practically nothing.
