Sounds like an EAM (Emergency Action Message).. he
said in the 11 mhz range so possibly 11175... the main
frequency of the US Air Force HF network which is
heard worldwide.
The "Echo" effect is because of all the transfers the
voice audio makes before it gets on the air.
EAM's are flash priority traffic.. all stations must
cease transmit and wait untill EAM is cleared.
