I'm spinning the dial here in Los Angeles, and on 12590 [USB] There are some interesting digital tones, followed by what I think is morse code. The signal is incredibly strong and clear. I searched the numbers database at spynumbers.com and didn't find anything. Does anyone have any idea what this may be?
