I was alerted to the presence of this signal by a Reddit user. It appears to be a channel marker similar to The Buzzer, The Squeaky Wheel, The Pip, The Goose, and The Air Horn, so I would suspect this to be Russian. I've bookmarked the frequency and will continue to monitor it to see if it sticks around.
