In relation to Olympic medal counts, I have always believed it is
inappropriate to base national results on gold medal count first, and
only then to take into account other results. At least in theory this
could lead to the ludicrous situation where, for example, a nation with
two gold, no silver and no bronze medals would rank above a nation with
one gold, 20 silver and 30 bronze.

I also don't believe that medals tell the whole story. Getting into
finals (which usually means being in the top eight in an event) is also
worthy of being counted because it indicates depth within a nation.

Many years ago I came up with a system of points allocation that is
based on the following assumptions (each of which is arguable):

(i) 1 gold = 1 silver + 1 bronze;

(ii) Medals are worth substantially more than non-medals; and

(iii) All eight finalists should contribute to the total points for
national rankings.

As a result, here is my suggested points allocation according to
placing, where eight competitors qualified for the final:

Gold = 20
Silver = 12
Bronze = 8
Fourth = 5
Fifth = 4
Sixth = 3
Seventh = 2
Eight = 1

I'd be happy to see any comments, criticisms, suggested improvements.
