Todd, the Cla Valve may be fully open (or close to it) all the time. Combine the flow test at nowhere close to what you should be seeing, with steam coming from the diesel, makes me think you've got a whole lot of water being pumped in a circle and overheating. The cooling water for the diesel engine likely comes from the suction side of the pump and is pulling in that overheated water.
